Fort Baker, a converted military base, is part of the massive Golden Gate National Recreation Area (GGNRA), which includes much of southern Marin County and the northern coast of San Francisco. The area came under control of the National Park Service in the mid-1990's, and old military housing has been converted into a luxury hotel and restaurant.
The phptp above, taken at sunrise from above Fort Baker at the Golden Gate Bridge Vista Point, looks east across the area where you'll find the Cavallo Point Lodge and the Bay Area Discovery Museum.
